Biography
Philip J. Ritter
Mr. Ritter is an attorney, senior executive leader, and advocate with over 30 years of multi-industry leadership experience, including two decades in various legal, government relations, and public affairs roles with Texas Instruments. Mr. Ritter served as a key policy catalyst for Texas’ rise as the leading U.S. state for advanced semiconductor manufacturing, and he led global site selection processes for multibillion-dollar investments in advanced technology manufacturing. He spearheaded the design, hiring, and management of a global public affairs team spanning Europe, India, China, and the United States, and he served as a board member of numerous business and trade associations including the US-Japan Business Council and the World Affairs Council of Dallas/Fort Worth. His policy interests include transportation and logistics, and his service in that sector includes executive management roles with Dallas/Fort Worth International Airport and appointment to the Dallas Area Rapid Transit Board of Directors.
Mr. Ritter has extensive experience in non-profit management and board leadership, including as the Chairman of the Board of Directors of the United Way of Metropolitan Dallas, and as founding Chief Operating Officer of the Meadows Mental Health Policy Institute. A passionate education advocate, he is the past Chairman of the Development Board of the University of Texas at Dallas, and he presently serves as an elected trustee of Dallas College, where he chairs the Governance Committee. Mr. Ritter owns a consulting firm that assist clients with AI and blockchain enabled educational software development, and he serves as an adjunct professor with Southern Methodist University at the Moody School for Graduate and Advanced Studies.
Mr. Ritter received his bachelor’s and Juris Doctor degrees from the University of Maryland, and his Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin. He is licensed to practice law in Maryland and Texas.
